The CoNCA has organized the POLITARTS Plenary Conference at the Ciutadella campus of the Pompeu Fabra University with the participation of nearly two hundred people who are part of the different artistic sectors and who have come from all over the country representing the grassroots arts , audiovisual arts, performing arts, digital arts, literary arts, musical arts and visual arts.
The welcome was given by Vinyet Panyella, president of CoNCA, who emphasized that "a cultural policy that focuses on creation cannot be limited to the accumulation of subsidies".

POLITARTS was conceived as a laboratory to reflect on lasting mechanisms, generators of continuity and articulators of the cultural system, through national and local networks and circuits that allow long-term cultural policies to be made. It started in March 2023 when the first sectoral sessions took place, dedicated to analyzing the state of each sector with the participation of different experts. Smaller work sessions were then held, focused on specific proposals, which served to prepare a second cycle of seminars, which were held in October.
All this previous work has been shared today. The seven sectoral spaces have addressed the debate to determine which are the articulating devices to support creation that can generate continuity, which have been publicly exposed at the end of the day.
To finish, Jordi Font, member of the Plenary, read the declarative part that will form part of the POLITARTS-23 REPORT, which will be presented at the beginning of 2024 with the compilation of all the devices generated during the different work sessions carried out . Margarida Troguet, vice president of CoNCA, and the general secretary of the Department of Culture, Jordi Foz, who closed the day, congratulated the participants for the good work done and stated that "we need to promote policies favorable to experimentation and creative risk".
